Outline of the system

The import and export of antiquities which are dated over 100 years old in and out of Cambodia are done by case with the permission of the Government.

All kinds of import and export of antiquities over 100 years old under the coverage of the Law on the Protection of the Cultural Heritage (1996) - Cambodia Royal Decree No. NS/RKM/0196/26 (section 9: Export of Cultural Property and Section 10: Import of Cultural Property) and sub-Decree 98 (Section 5).

The licensing is not intended to restrict the quantity or value of imports. The import and export of antiquities over 100 years old are done for the purpose of travel exhibitions, exchange exhibitions, loans, repatriations and donations.

Which administrative body is responsible for approving application of licences?

The application will be firstly considered by the Ministry of Culture and Fine Arts and then will seek for the approval from the Inter-committee. When the Inter-Ministerial Committee approved, the application will send for the final decision from the Royal Government of Cambodia. The importer has to approach to only one administrative organ, which is the Ministry of Culture and Fine Arts. The Ministry of Culture and Fine Arts will process the application to other related organs.
