Window of submission of an application
How far in advance of importation must application for a licence be made?
Applications for approval shall be made to the General Directorate of Civil Aviation 7 days in advance of importation.

There is no limitation. Applications for approval can be made any time during the year.

Can a licence be granted immediately on request?
Approval period may be shortened depending on workload, when all the requirements are fulfilled.

Yes. The relevant fees are included in the Charges Tariff of the General Directorate of Civil Aviation.
What is the amount of the fee or charge?
More detailed fee information is given below:
- UAV 0 40 TL, UAV1 190 TL and UAV3 250 TL.
- Airline 4690 TL, Air Taxi 310 TL, General Aviation 150 TL, Agricultural Protection 75 TL, Very Light Aircraft (Commercial) 75 TL, Very Light Aircraft (Sporty) 75 TL, Ready-made Kit for Amateur Production 75 TL, Balloon 150 TL.
Is there any deposit or advance payment required associated with the issue of licences?
One of the application requirements is that the service fee receipt is attached. Except that no other payment is required.

Refusal of an application
Under what circumstances may an application for a licence be refused other than failure to meet the ordinary criteria?
Applications may be rejected if license application requirements are not fulfilled by applicants.
Are the reasons for any refusal given to applicants?
The reasons for rejection shall be notified to the applicant via an official letter.
Have applicants a right of appeal in the event of refusal to issue a licence?
No appeal procedures are specified in provisions of the legislation in force. However, all actions and procedures of the administration is subject to judicial remedy according to constitution.
If so, to what bodies and under what procedures?
The applicant may submit an objection to the GDCA with an official letter, together with the reasons of objection. The GDCA may review the objections and reasons within the framework of the provisions of the legislation in force and re-evaluate the application.
Importation
Are there any limitations as to the period of year during which importation may be made?
What documents are required upon actual importation?
One copy of the document, which comprises the approval of the General Directorate of Civil Aviation, shall be annexed to the Customs Declaration form.
Are there any other administrative procedures, apart from import licensing and similar administrative procedures, required prior to importation?
No.

What is the period of validity of a licence? Can the validity be extended? How?
There is no validity period.
Is there any penalty for the non-utilization of a licence or a portion of a licence?
There is no penalty for non-use or partial use of an authorization issued by the General Directorate of Civil Aviation.
Are licences transferable between importers? If so, are any limitations or conditions attached to such transfer?
Licenses issued by the General Directorate of Civil Aviation cannot be transferred among importers.
Foreign Exchange
Is foreign exchange automatically provided by the banking authorities for goods to be imported?
