Guidelines on the Accreditation of Coal Traders and Registration of Coal End Users.
The Circular allows the Department of Energy to carry out the mandate under PD972 to strengthen and rationalize the regulations in the trading, sale and utilization of coal in the country by the issuance of accreditation to entities who are involved in the business of buying, selling, importing, exporting, marketing, transporting, distributing, retailing, handling, stockpiling and storage of coal. The Circular also regulates the transport, conveyance, delivery or otherwise movement of coal from one place to another through the issuance of necessary permits.
