Providing for the reorganization of the Department of Environment, Enery and Natural Resources, renaming it as the Department of Environment and Natural Resources
Mandating the DENR to be the primary government agency respeonsible for the conservation, management, development and proper use of the country's environment and natural resources, specifically, forest and grazing lands, mineral resources, including those in reservation and watershed areas, and lands of the public domain, as well as the licensing and regulation of all natural resources as may be provided by law in order to ensure equitable sharing of benefits derived therefrom for the welfare of the present and future generations of Filipinos.
It is the legal basis for the DENR to issue Department Administrative Order No.1999-46 which in turn provides for the basic policy, scope and general provisions of the import regulations that include the persons authorized to import, the documents required as well as the issuing authorities for the license to import logs, lumber, veneer, plywood, poles and piles, pulpwood and wood chips.
