The UK requires persons wishing to bring civil explosives into the UK to obtain a transfer permission from the relevant authority (Health and Safety Executive in Great Britain/Police Service of Northern Ireland in Northern Ireland) for the permission before the transfer takes place.

Specific arrangements for the importation of civil explosives into Northern Ireland in accordance with the requirements of European Directive 2014/28 relating to the making available on the market and supervision of explosives for civil uses continue to apply in NI by virtue of the Protocol on Ireland/Northern Ireland to the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community. In NI, these Directive requirements are transposed by The Making Available on the Market and Supervision of Transfers of Explosives Regulations (Northern Ireland) 2016 and The Identification and Traceability of Explosives Regulations (Northern Ireland) 2013.
