Jordan’s policy is to increase trade liberalization and keep import licensing to a minimum.
Import licenses are maintained mainly for statistical purposes as well as to fulfil Jordan’s
obligations under international agreements or to ensure that health, safety, environment, national
security objectives are met.

Is the licensing statutorily required?
The Importation Instructions No. (109) of 2015, issued pursuant to the Import and Export Regulation No. (114) of 2004 and its amendments. The Import and Export Law No. (21) of 2001 and its amendments authorizes the minister of industry and trade to identify goods subject to licensing. The licenses specified above.
Does the legislation leave designation of products to be subject to licensing to administrative discretion?

Conditions of licensing
What is the period of validity of a licence? Can the validity be extended? How?
According to the Import and Export Law No (21) of 2001 and its amendments, licences issued for one year period. However in practice the ministry issues licenses which are valid for three months (Reinforcing Steel licenses).
Is there any penalty for the non-utilization of a licence or a portion of a licence?
There is no penalty.
Are licences transferable between importers? If so, are any limitations or conditions attached to such transfer?
The personal import license may not be transferred or waived without the approval of the competent authority subject to the availability of legal requirements for the transfer or assignment, according to article (9) from Import and Export Law No. (21) of 2001 and its amendments
