Law No.15/2019 on Implementation of the Kimberley Process Certification Scheme for the International Trade in Rough Diamonds

Law No. 15/2019 sets out the legal requirements and rules governing the international trade in rough diamonds in compliance with the Kimberley Process Certification Scheme (KPCS) and domestic laws. Under the Law, operating license is required for business operators engaging in importing, exporting, transiting, buying and selling, and transporting rough diamonds in the Macao SAR. The Law also stipulates a prior authorization for import, export and transit of rough diamonds with obtainment of license and/or Kimberley Process (KP) certificates.
